Enable application PreLaunch

Pre-launch allows the application and desktop sessions to start faster. This is done by launching the resource on first access and making it more responsive on subsequent access. When you set the policy to Enabled, the Session/Application Pre-launch functionality is enabled. When you set the policy to Disabled, the Session/Application Pre-launch functionality is disabled.
