Enable Exchange ActiveSync account creation in the Outlook account setup UI

This policy setting determines whether the Exchange ActiveSync button will be displayed in the account setup UI. If you enable this policy setting, the Exchange ActiveSync button will be displayed in Outlook account setup UI.
