Disable online mode for Get Diagnostics.

This policy setting determines whether online mode for Get Diagnostics is allowed. Enabling this setting will block Get Diagnostics feature from sending authentication and diagnostics logs to our service. Users will now go through offline mode. We will collect all the logs and store them in the Downloads folder of the user. This user can contact support and decide if they want to send us the logs.
