Allow legacy functionality for Internet Shortcut files

This policy setting allows the use of some disabled functionality, such as WorkingDirectory field or pluggable protocol handling, in Internet Shortcut files. If you enable this policy, disabled functionality for Internet Shortcut files will be re-enabled. If you disable, or don't configure this policy, some functionality for Internet Shortcut files, such as WorkingDirectory field or pluggable protocol handling, will be disabled.
