Set up to use the different policy to do proxy pre-detection
Default policy is 0. If this policy is 0, use the default policy to do pre-detection. If this policy is 1, use wininet to do pre-detection(In some PAC cases, it will be faster). If this policy is not set, client will use the default setting.
