Disable wininet proxy resolver use curl to download PAC (Recommendation Setting)
Default policy is enabled. If this policy is enabled, wininet proxy resolver won't try to download pac by curl. If this policy is disabled, wininet proxy resolver will try to download pac by curl. If this policy is not set, client will use the default setting.
