Set to disable all intercloud features when joining other cloud's meetings (Recommendation Setting)

Default setting is disabled. If this setting is enabled, when joining other cloud's meetings, client will disable all intercloud features if the EnforceSignInToJoin and OverrideEnforceSigninIntercloud flags are set. If this setting is disabled, when joining other cloud's meetings, client will not disable all intercloud features. If this policy is not set, client will use the default setting.
