Set to disable closed captioning when joining other cloud's meetings (Recommendation Setting)

Default setting is disabled. If this setting is enabled, when joining other cloud's meetings, client will disable closed captioning if the EnforceSignInToJoin and OverrideEnforceSigninIntercloud flags are set. If this setting is disabled, when joining other cloud's meetings, client will not disable closed captioning. If this policy is not set, client will use the default setting.
