Set to disable local recording when joining other cloud's meetings (Recommendation Setting)

Default setting is disabled. If this setting is enabled, when joining other cloud's meetings, client will disable local recording if the EnforceSignInToJoin and OverrideEnforceSigninIntercloud flags are set. If this setting is disabled, when joining other cloud's meetings, client will not disable local recording. If this policy is not set, client will use the default setting.
