Set to disable meeting reactions when joining other cloud's meetings (Recommendation Setting)

Default setting is disabled. If this setting is enabled, when joining other cloud's meetings, client will disable meeting reactions if the EnforceSignInToJoin and OverrideEnforceSigninIntercloud flags are set. If this setting is disabled, when joining other cloud's meetings, client will not disable meeting reactions. If this policy is not set, client will use the default setting.
