Set to show "Call Room System" button on home panel (Recommendation Setting)

Default policy is no "Call Room System" button on home panel. If this setting is true, client will show the "Call Room System" on home panel and supports to start meeting with Room System directly. If this setting is false, client will hide above button. If this policy is not set, client will use default setting.
