Allow plugin DSCP marking

DSCP marking must be enabled in the Zoom web portal for this to work on the plugin side. Enabled (1): Add DSCP Marking to the plugin traffic. Disabled (0): DSCP Marking is absent from plugin traffic (even if it is enabled on the account).
